WHEN STUDENTS RETURN TO MIRAMONTE (meer-uh-MAHN-tay) ELEMENTARY SCHOOL IN LOS ANGELES ON THURSDAY THEY'LL HAVE NEW TEACHERS IN THEIR CLASSROOMS...A NEW PRINCIPAL IN THE FRONT OFFICE...AND NEW WORKERS SERVING LUNCH.IN A MOVE THAT EXPERTS SAY IS UNPRECEDENTED...MOST OF THE ENTIRE 120-MEMBER STAFF WILL BE REPLACED WITH FORMER PERSONNEL WHO HAD BEEN LAID OFF IN RECENT YEARS BECAUSE OF BUDGET CUTS.THE SCHOOL DISTRICT'S SUPERINTENDENT SAYS THEY ARE ALL BEING VIGOROUSLY REVIEWED FOR OLD COMPLAINTS.THE DRASTIC STAFFING DECISION COMES AFTER AN INVESTIGATION INTO 2 VETERAN TEACHERS ARRESTED LAST WEEK FOR ALLEGED LEWD ACTS INVOLVING STUDENTS.A 49-YEAR-OLD TEACHER WAS CHARGED ON FRIDAY WITH FONDLING A SECOND-GRADER. ANOTHER MAN WAS ACCUSED EARLIER IN THE WEEK OF 23 LEWD ACTS INCLUDING FEEDING CHILDREN HIS SEMEN IN A BIZARRE "TASTING GAME." IN RESPONSE TO THE SCANDAL...SOME 400 PARENTS HAVE SIGNED A PETITION DEMANDING THAT THE SCHOOL ALLOW PARENTS TO OBSERVE CLASSROOMS AND ACT AS HALL MONITORS.
