Armstrong High School in Richmond, Virginia joins the many across the country with on-site day cares for teen parents. Plans started in February and were carried out this week despite critics saying it was not a good use of tax dollars. The daycare offers classes for the children during school hours. Other students staff the daycare and can use that class credit towards a child care certificate.
