Operators of a Livermore day care are accused of going beyond swaddling, and restraining infants. Sisters Nazila, 35, and Lida Shara, 33, were arrested Monday on child abuse charges. Swaddling is wrapping a baby younger than six months in a blanket, but giving them enough freedom to be able to move their limbs. Detectives say the women wrapped babies aged seven to 11 months old so tightly that they couldn’t move and could barely breathe.
