Tears stream down the face of teenager Soni Hernandez as she hugs her father for the first time in 10 years. She arrived at Miami International Airport from Cuba where her relatives, whom she hasn't seen in a decade, welcomed her with open arms. "I haven't seen him in ten years," she said. "I just wanted to be with him already." Under relaxed government regulations, Soni and other Cuban citizens are now allowed to travel internationally with only a passport.

She arrived at Miami International Airport from Cuba where her relatives, whom she hasn't seen in a decade, welcomed her with open arms. "I haven't seen him in ten years," she said. "I just wanted to be with him already." Under relaxed government regulations, Soni and other Cuban citizens are now allowed to travel internationally with only a passport. Previously, they were required to have exit visas, letters of invitation and complete mountains of paperwork in an effort by the communist regime to prevent people from leaving the island. Restrictions were relaxed last October for most citizens, however it's not clear whether Cuban dissidents will also be allowed to travel more freely.
