The idea was initially thought up by school-aged children. Pet adoption rates are reportedly higher in some Colorado counties, however state authorities hope the new change will bring even further awareness to animals in need. In 2011, an Upper East Side, New York Assemblyman proposed a bill which would list rescue dogs as the official pooch. The legislative authority stated “It's time for New York State to throw these dogs a bone. New Yorkers are scrappy, just like rescue dogs. We often have a bone to pick. And a lot of us are mutts.”
